PRE-SUBMISSION CHECKLIST

Six data points required for every qualified RFQ

Confirm these are assembled before completing the form below. Incomplete submissions delay estimator assignment and may be returned for clarification. The six items are the minimum tender dataset our engineering desk uses to scope mobilizable fleet, crew rotation, and indicative schedule.

  1. 01

    Work category & license scope

Which of our five Class A license specialties applies — civil engineering, building, paving, dredging, or steel structure. Mixed-scope submissions should list all that apply.

  2. 02

    Estimated contract value

Order-of-magnitude figure in Japanese yen. We do not bid on projects under ¥50M — please confirm the opportunity clears that threshold before submitting.

  3. 03

    Site location & region

Site municipality, nearest reference point, and confirmation the site sits within Hokkaido, Aomori Prefecture, or northern Tohoku. Out-of-region submissions are not accepted.

  4. 04

    Required start & completion dates

Target mobilization date and contractual completion date. Critical-path drivers — winter concrete windows, in-water work seasons, MLIT reporting deadlines — should be noted.

  5. 05

    Scope description & drawings

Narrative scope of work plus any available drawings, geotech, or specifications. PDF, DWG, or ZIP up to 25 MB may be attached to the form below.

  6. 06

Client / procuring entity & contact

Name of the procuring organization (MLIT branch, prefectural office, municipal bureau, or general contractor) plus the contract lead's name, title, and direct line.

POSTED SERVICE-LEVEL COMMITMENT

From submission to indicative proposal

Four steps, four time-bounded deliverables. These targets are tracked internally and reviewed monthly by the executive committee — they are not aspirational.

  1. 01

    ≤ 48 business hours

    Acknowledgement & log-in

Every RFQ is logged in the KENLOG intake register with a unique reference number and acknowledged by the engineering desk. Incomplete submissions are returned for clarification within the same window.

  2. 02

    ≤ 5 business days

    Estimator assignment

A licensed construction engineer (1-kyu) is assigned based on license scope, regional load, and any existing client relationship. The estimator's name and direct line are issued in writing.

  3. 03

    Within 14 business days

    Site visit & scope confirmation

Where applicable, an estimator and a structural engineer conduct a joint site visit to confirm geotechnical, access, and seasonal constraints. Winter-window pours and seismically active zones are flagged in writing.

  4. 04

    Within 14 days post-visit

    Indicative proposal

Indicative pricing, methodology narrative, fleet commitment letter, and preliminary schedule are delivered as a bound tender response package. Final pricing follows detailed engineering review — we do not promise completion dates at this stage.
