Between 2017 and 2024, Kenchan Construction Group completed 38 heavy civil contracts without a single lost-time injury. The record is audited annually by the Japan Construction Occupational Safety and Health Association and forms the baseline of every project safety plan we submit with an RFQ.

§ 03 — METHODOLOGY
The cold-weather concrete pouring protocol that lets us pour when other contractors demobilize.
In 2019, the Hokkaido Branch of the Japan Civil Engineering Contractors' Association formally adopted a cold-weather concrete pouring protocol co-developed and field-proven by Kenchan. It is the document that makes a January bridge-deck pour possible in Otaru.

Pre-pour thermal modeling
Hydration heat curves are modeled against the 7-day Hokkaido forecast for the pour footprint. Mix design, cement content, and accelerator dosage are tuned to maintain a core temperature >5°C for the first 72 hours.

Aggregate pre-heating at source
Sand and coarse aggregate are pre-heated in the Otaru batch plant before transit. Incoming concrete temperature at the placement face is documented in real time and rejected below the 10°C threshold.

Enclosure and heated curing
Forms are wrapped in insulated tarpaulins with monitored forced-air heat. Internal concrete temperature and ambient differential are logged at 30-minute intervals for the first 168 hours.

Strength verification before formstrip
Field-cured cylinders and maturity-meter readings must reach the specified compressive strength before formstripping. Stripping decisions are signed off by a licensed 1-kyu construction engineer, not the foreman.
OUTCOME — sub-zero pours delivered on critical path, with the field-cure strength record preserved in the as-built documentation handed to the client at handover.

Has Kenchan recorded any fatalities or life-altering incidents in the past ten years?
No. The publicly disclosable safety record covering 2014 through 2024 shows zero fatalities and zero life-altering incidents. The 0.00 TRIR (Total Recordable Incident Rate) covers the 38 consecutive civil works projects delivered between 2017 and 2024 and is the figure referenced in our pre-qualification submissions.
Can a procurement officer audit the JCOSHA reports directly?
Yes. Audit reports are released to the client or to a nominated third-party evaluator under NDA at the RFQ stage. Redacted summaries citing the auditor, the project, and the close-out date can be provided without NDA during the pre-qualification exchange.
What insurance cover does Kenchan carry, and at what limit?
Kenchan carries contractors' all-risk (CAR) and third-party liability insurance with limits scaled to the contract value, plus statutory workers' compensation cover under Japanese labour law. Specific limits, named insurers, and certificates of currency are released with the tender documents.
Will Kenchan mobilize outside Hokkaido, Aomori, and northern Tohoku?
No. Kenchan does not mobilize outside Hokkaido, Aomori, and northern Tohoku. The Otaru batch plant, the quarry, the 142-machine fleet, and the 312-person workforce are configured around this operating footprint. RFQs outside that geography are returned with a referral to a partner contractor.
How much of the work scope is subcontracted versus self-performed?
Kenchan self-performs 92% of the work scope — earthworks, structural steel erection, concrete placement, and pile foundations. Sub-tier engagement is limited to specialist trades outside that envelope (e.g. specialist cathodic protection, niche instrumentation). The full sub-tier register and pre-qualification status of each named sub-tier is provided with the tender.
