Their cold-weather concrete protocol — formally adopted by the Hokkaido Branch of the Japan Civil Engineering Contractors' Association in 2019 — is the basis on which we now write the technical specification. Schedule discipline on critical-path activities was within two percentage points of the contractual baseline across all three engagements.”
